cannot find winemenubuilder.exe

trying to run regsvr32

When I open a shell in the prefix from PlayOnLinux and run the command %regsvr32 bwbits32.dll, I get this error.

Application tried to create a window, but no driver could be loaded.
The explorer process failed to start.

I can locate the .dll in my wineprefix so I know it's there.

Any ideas what I should do. Can I manually edit anything to register the DLL?
