64bit or 32bit POM with Catalina question

Latest Macbook software Catalina does not support 32 bit programs.

But generally speaking 32-bits prgrams will still run on a Windows 64 bits system. 

Now suppose a virtual machine software like POM was created a  64-bits software, would it still be possilbe to run 32 bits  software on the emulated windows 64 bits system ?  

for clarification and understanding:   

I currently use POM with wineserver on my macbook pro 2017 with mojave installed on it.

This setup allows to run 32 bit programs ( for examp[le  Winmx).

Suppose POM is updated to run or emulate windows 64bits system, will it still support 32-bits programs ?

even if my macbook is updated to Catalina?
