Can't install vcrun 2013

The game can't be played because it needs vcrun2013. I would try winestaging 1.7.48 but their is no 64 bit POL version. Does winestaging make 64bit versions? This game requiers a 64bit wineprefix as it needs 64bit adress mode. 32bit will not work. This game is Greenlight early acess on Steam. Only supports Windows at this time.
