I have been installing and using POL (4.2.1) on Kubuntu 12.04 installations with quite amazingly good results, but until now these have all been original installs from a USB of 12.04.2.

The current project is an online upgrade of an old Hi-Grade laptop from Kubuntu 10.04 netbook (originally 10.04.1, but progressively raised to 10.04.3) to 12.04.2, a process that has quirks, one of which is that POL returns an error during startup that it "Cannot find the 32bit Open GL libraries", although it then runs.

What libraries is POL looking for? I would guess that they are something that comes with the vanilla install of 12.04, but possibly not via an upgrade from an earlier version, which would be something to feed back to the Kubuntu maintainers. If present, there may be a permissions problem to resolve.

Its looking for the libraries that provide hardware acceleration for your graphics card.

Simply install the proprietary drivers for your graphics card, and those libraries will be installed.

Essentially, The process of upgrading the kernel doesnt upgrade the driver/kernel module for your graphics card. I find that I usually have to install them by hand again after every kernel update. It only takes a few minutes to install the drivers.

That explains everything. The graphics on this unit is a Via CN896/VT8251 and according to the Via Linux Support page, the proprietary driver only reached a beta for Kubuntu 10.04 and that for 12.04 does not yet exist ... if it ever will. The thing cannot handle some of the KDE eye candy, so doing much in Games is probably beyond it. I admit to dropping 12.04 onto pretty much anything of any state, because it works ... occasionally the age and capability of some units is not up to all of the challenge. It seems that Hi-Grade provide to a market of their choosing in their own way ... and having done a lot more research I think now that it is amazing the this unit works and looks as well as it does (it's a VA250P that has not had the best of lives, but is being better treated now). Wine is providing access to some useful items (ie.: Graphical 7-zip and Irfanview) and maybe some older Games with limited graphic requirements through POL. The owner seems satisfied with that.
