Fallout new vegas ultimate edition stutters in outside world

aat	Hi,   I tried installing the stutter remover mod, lowering the settings all the way, and nothing is working.   When I am inside it runs fine on ultra but outside on even the lowest settings it stutters a ton.   I have a 2014 Macbook air with 8 gigs of ram and the stock processor
